國際海事組織 海洋環境保護委員會第八十一屆會議 (MEPC 81) 重點提要

13. 1.  應對氣候變遷，減少船舶溫室氣體排放，實施國際海事組織(International Maritime Organization, IMO)2023年溫室氣體戰略，將繼續討論溫室氣體經濟定價機制和技術燃料標準；
    2. 船舶能源效率，關於燃油消耗報告；通過2024年船舶能源效率管理計畫(Ship Energy Efficiency Management Plan, SEEMP)準則、2022年燃料消耗數據和2019-2022年碳強度數據；
    3. 處理海洋垃圾，通過關於遺失貨櫃通報程序的《防止船舶污染國際公約1978年議定書》(Protocol of 1978 relating to the International Convention for the Prevention of Pollution from Ships, 1973)I第V條修正案，以及關於航運載運貨櫃中塑膠微粒的建議；
    4. 《壓艙水管理公約》(Ballast Water Management Convention)的實施，經驗累積階段，批准操作準則，通過壓艙水管理公約修正案；
    5. 批准加拿大北極水域和挪威海為氮氧化物(NOx)、硫氧化物(SOx)和懸浮微粒(particulate matter, PM)排放控制區(Emission Control Areas, ECAs)；
    6. 批准全球綜合航運資訊系統 (International Convention for the Safety of Life at Sea, GISIS) 模組，以提供電子報告設施協助實施即將生效的《香港安全與無害環境國際公約》(Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships)；
    7. 通過《防止船舶污染國際公約》(International Convention for the Prevention of Pollution from Ship, MARPOL)附則VI修正案，有關重大改裝涉及船舶柴油機；
    8. 批准減少水下噪音行動計畫。
    9. 同意制定船上碳捕捉系統監管框架工作計畫。
