國際海事組織 法律委員會第111屆會議 (LEG 111) 重點提要

1. 成立新的特別工作小組(Task Force)，審查遺棄船員資料庫的建立，其中包括所有程序、政策、財務和技術層面，以解決日益嚴重的船員遺棄事件。
2. 對於公平對待因涉嫌海上犯罪而被拘留之船員的準則定稿；
3. 針對欺詐性登記和欺詐性船舶登記問題，繼續展開船舶登記盡職調查(due diligence)工作；
4. 批准評估修改責任限額之必要性的措施，如收集和通報事故及其造成損害的經驗、評估貨幣價值變化等方法，並將作為LEG通函附則發布；
5. 批准經修訂的《接受保險公司、財務擔保提供者和船東責任保險互保國際集團準則》(Guidelines for accepting insurance companies, financial security providers and the International Group of Protection and Indemnity Associations (P & I Clubs))(CL No.3464)，並將以LEG通函發布；
6. 批准關於《2002年國際海上旅客及其行李運輸雅典公約》(the Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, 2002)的新資訊手冊；
7. 批准LEG權責範圍內有關海上自主水面船舶(Maritime Autonomous Surface Ship, MASS)工作的路徑圖；
8. 促進2010年《國際海上運輸有毒有害物質損害責任和賠償公約議定書》的生效(the Protocol of 2010 to the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 2010 HNS Convention)；
9. 持續關注海盜和持械搶劫問題，對於索馬利亞沿海海盜行為再度增加表達關切，並敦促會員國將此事提交聯合國安理會採取適當行動。
